Last Wednesday, Richard Mantei delivered an enlightening talk on the challenges and inaccuracies in crime reporting. He highlighted the significant underreporting of crime statistics due to the new FBI reporting system, the National Incident-Based Reporting System (NIBRS). Many police departments are struggling to adapt to this system, resulting in crime statistics reported in the news being, at best, educated guesses.
Richard also discussed the difficulties of incarcerating individuals for non-violent crimes in Florida. He demonstrated a worksheet used to assign points for certain crimes, showing how “discounts” are applied to reduce the likelihood of offenders being sent to jail. When asked by an audience member if the issue was due to a lack of beds, Richard clarified that there are plenty of beds; the issue is primarily financial.
